E-invoicing in Belgium: the Peppol BIS mandate

Belgium has required structured business-to-business e-invoicing since 1 January 2026. Every VAT-registered business established in Belgium must issue and receive invoices as structured data, with Peppol BIS Billing 3.0 as the default format exchanged over the Peppol network. A near-real-time e-reporting obligation to the tax authority follows on 1 January 2028.

When did e-invoicing become mandatory in Belgium?

Structured B2B e-invoicing has been mandatory in Belgium since 1 January 2026. A grace period ran until 31 March 2026; since then, fines apply for non-compliance. A separate near-real-time e-reporting obligation to FPS Finance starts on 1 January 2028.

Who has to comply with the Belgian mandate?

Every business established in Belgium and registered for VAT must issue and receive structured e-invoices for domestic B2B transactions. Businesses can agree to use another EN 16931-compliant format by mutual agreement, but Peppol BIS is the default that any recipient must be able to accept.

What format does Belgium require?

The default is Peppol BIS Billing 3.0, a CIUS of the European standard EN 16931 exchanged over the Peppol network. This is exactly the format our validator checks, so you can verify a Belgian invoice against the full Peppol and EN 16931 rule set before sending.

Why was my Belgian invoice rejected?

Because Belgium uses Peppol BIS, rejections come from the EN 16931 and Peppol business rules: incorrect totals, an inconsistent VAT breakdown, a missing or malformed Peppol endpoint identifier, or a customization ID that does not declare Peppol BIS. What changes in Belgium in 2028?

From 1 January 2028, Belgium adds a near-real-time e-reporting obligation: businesses must report transaction data to FPS Finance in addition to exchanging the invoice itself. This is the reporting layer on top of the e-invoicing that has been mandatory since 2026.
